9 States Deciding Whether to Tighten Power Plant Emissions Rules

Nine northeastern states in the Regional Greenhouse Gas Initiative (RGGI), the nation’s first cap-and-trade program, will soon decide whether to seek deeper emissions cuts. Three of those states may consider withdrawing from the initiative if deeper cuts are approved.
