Red Hook, a low-lying Brooklyn neighborhood at the edge of New York Harbor, was largely flooded by Hurricane Sandy in 2012. Five years later, the area has rebuilt and is rapidly growing in population. It added flood barriers, but it’s still ill-prepared for the next big storm.
