Massachusetts Gov. Charlie Baker announced a new climate resiliency initiative on Thursday, standing beneath a lighthouse that flooded two weeks earlier in a storm. He proposed a $1.4 billion bond for resiliency, with $300 million slated “for critical infrastructure and the prevention, adaptation and mitigation of climate change.”
