After rollback efforts from the Trump administration, an Obama-era rule for methane emissions from oil and gas development on public lands is in full force. But oil and gas industry lawyers say companies couldn’t follow the standards if they wanted to, since the Interior Department doesn’t have systems in place for reporting emissions and complying with federal standards.
