Scott Pruitt Bypassed the White House to Give Big Raises to Favorite Aides

In early March, EPA Administrator Scott Pruitt requested substantial pay raises for two of his closest aides. When the White House declined to approve them, he appointed the aides under a provision of the Safe Drinking Water Act meant to help expedite the hiring of experts, which allowed him to exercise total control over the aides’ contracts and grant them raises.
