Enbridge presented its final arguments to Minnesota regulators for a new Line 3 oil pipeline, arguing that the new pipeline is needed to ensure safety and integrity. Offering a new concession, the company said it would put in place a guarantee to ensure cleanup money would be available in the event of a spill.
