Andrew Wheeler, a former coal lobbyist who is now the top deputy at EPA, says he is recusing himself from decisions related to a Trump administration push to bail out coal and nuclear plants, something he previous lobbied for on behalf of his clients. Wheeler is seen as a likely successor to his embattled boss, Scott Pruitt.
