The Interior Department’s internal watchdog has opened an investigation into whether Secretary Ryan Zinke violated conflict of interest laws through a land deal between his foundation and a group that includes the chairman of Halliburton, the oil services giant. Zinke’s role as head of the agency means he directly oversees matters related to Halliburton’s work.
