Andrew Wheeler, acting head of the EPA, is being more careful than his predecessor, Scott Pruitt, while pursuing a similar policy agenda. He has reversed course on two of Pruitt’s attempts to eliminate rules on industry because he thought they were vulnerable to court challenges.
