Andrew Wheeler, the acting chief of the EPA and a former coal lobbyist, is expected to be grilled Wednesday on his relationships with fossil fuel interests when he makes an appearance before the Senate Committee on Environment and Public Works. It will be his first testimony in Congress since taking over as EPA’s leader after Scott Pruitt resigned.
