Canada’s government is easing carbon rules for large industrial companies, especially those that the government says are facing high competitive risks, such as makers of cement, metals and fertilizers. The announcement closely follows criticism by Ontario’s new Premier Doug Ford, who says he will sue the federal government over carbon pricing.
