A federal judge has ruled that federal officials have not done enough to consider the climate effects of expanding a coal mine in Montana. The ruling recommends that the Interior Department be given 240 days to re-analyze the plan, but environmentalists are frustrated that the judge did not order a stop to mining in the interim.
