Michigan Gov. Gretchen Whitmer has issued a new order to reorganize the state environmental agency after her first was rejected by the Republican-controlled Legislature. The new order leaves in place two industry-dominated review panels that could overrule department decisions. Her effort to abolition those industry panels was opposed by Republicans.
