The federal fund for former coal miners being treated for black lung disease is being drained of money because of inaction by Congress and the Trump administration. A tax on coal that helps pay for the fund was sharply cut on Jan. 1 and never restored. This puts the fund on a pace to not have enough money to fully cover benefit payments by mid-2020.
