David Bernhardt, President Trump’s choice to lead the Interior Department, continued to lobby for a major client for several months after he filed papers saying that he had stopped lobbying, according to a newly disclosed invoice. Bernhardt’s nomination was still approved by a Senate committee Thursday, moving him closer to confirmation.
