A Colorado commission voted to have the state adopt California’s Zero-Emission Vehicle program, requiring automakers to sell electric vehicles and mandating that zero or low-emission vehicles should account for almost 5 percent of the state’s sales by 2023. The move makes Colorado the 11th state to join the program.
