A bill prefiled in the Kentucky legislature would make it a felony to participate in certain types of protests against natural gas pipelines, increasing the penalty for tampering, impeding or inhibiting pipeline operations. The measure, from Republican Rep. Jim Gooch, is the latest state effort to target pipeline protests.
