After deadly storms knocked out electricity to over a million people in the South this week, there was a noticeable lack of utility workers coming to help restore power. That’s because stay-at-home orders and the general threat of coronavirus are forcing utilities to curtail longstanding pacts to assist neighboring states during times of crisis or in the wake of natural disasters.
