Dozens of facilities skipping out on EPA pollution monitoring have prior offenses

At least 55 facilities that have allegedly violated the Clean Water Act were among the 352 that skipped water pollution monitoring during the coronavirus pandemic. The EPA allowed this under a temporary policy in March that said facilities do not have to report pollution discharges if the coronavirus pandemic limited their ability to do so.
