The neighborhoods that were among the most polluted 40 years ago remain the most polluted today, while the least polluted are still faring the best, a new study found. Pollution from fine particulate matter, or soot, fell about 70 percent between 1981 and 2016. Yet low-income communities of color continue to bear the brunt of air pollution despite decades of government promises to change that.
