William Perry Pendley, the former oil-industry lawyer and vocal public-land antagonist, has been withdrawn as the Trump administration’s pick to lead the Bureau of Land Management. Pendley, a lightning rod for criticism over his stances on climate change and fossil fuel development, has served as acting director since last year and was slated for a confirmation hearing as director this fall.
