House Democrats have proposed a new bill that they hope will reduce carbon emissions while expanding renewable energy. The Ocean Based Climate Solutions Act directs the Department of the Interior to increase permits for offshore wind projects, reaffirms a pledge to conserve 30 percent of oceans by 2030 and pushes an already House-approved ban on offshore drilling along both coasts.
