The Atlantic Coast Pipeline, which will carry gas from West Virginia to North Carolina, would have adverse effects on waterways and forests and increase the potential for landslides, according to the environmental impact statement. But federal regulators say impacts could be reduced, paving the way for the controversial pipeline to be built.
