Citing environmental violations, West Virginia’s Department of Environmental Protection has told Energy Transfer Partners to stop work on sections of its Rover pipeline. The pipeline already faces sanctions in Ohio and an investigation by federal regulators, but the company says it doesn’t anticipate changes to its construction timeline.
