Former California Gov. Arnold Schwarzenegger is expected to unveil a plan for lawmakers today that he says will help them pass climate change legislation at the state and local level. The “digital environmental legislative handbook” will have legal research, voting records, and bill language and data to help craft bills supportive of the environment, air quality and climate.
