Mandy Gunasekara, a former Environmental Protection Agency official who worked on controversial administration actions, returned to the agency on Monday as its chief of staff. Gunasekara helped write the replacement to Obama’s Clean Power Plan and was involved in the U.S. departure from the Paris climate accord.
