Oil and gas companies drilling in waters off the coast of Southern California violated regulations nearly 400 times in the past three years, according to a new report from the Center for Biological Diversity. The violations, which resulted in no civic penalties, ranged from severe corrosion to failed and missing tests on the strength of wells.
