Canada’s federal government is offering to exempt certain tar sands projects that use steam to extract crude from deep under the earth — known as in-situ projects — if new Alberta Premier Jason Kenney maintains a hard cap on emissions from his province’s oil sector. Kenney has vowed to end the cap and fight for the oil industry.
