China, India Emissions Pledges May Not Be Reducing Potent Pollutants, Study Shows

Beginning in 2015, China and India set ambitious targets to dramatically reduce emissions of HFC-23, a greenhouse gas 13,000 times more potent than carbon dioxide. But a new study suggests the countries may not be living up to those pledges.
