Congress has extended the National Flood Insurance program for an additional four months, providing coverage through November. It is the latest short-term extension for the program. The move averts potential harm to housing markets where flood insurance is needed to get a mortgage, but it falls short of the broader overhaul that is needed as climate change increases the severity and frequency of extreme weather events.
