Virginia’s Supreme Court upheld a law allowing natural gas companies to survey private property, but legal experts say landowners could still block pipeline construction. “Courts have increasingly expressed a lot of skepticism about this kind of use of eminent domain,” said Robert McNamara of the Institute of Justice.
