Democrats pitched their American Opportunity Carbon Fee Act to the conservative American Enterprise Institute yesterday, urging Republicans to support it since the revenues would go back to taxpayers. The legislation would set a $49 per ton fee on carbon emissions when companies extract fossil fuels.
