A six-page letter describes expensive hotel stays above federal spending caps and alleges that EPA Administrator Scott Pruitt told staff to line up events so he could visit certain places at taxpayer expense. Concerns also surfaced that Pruitt’s use of four agency email addresses may mean documents that should have been released under federal records requests were not.
