A new bill introduced by Rep. Brian Fitzpatrick (R-Pa.) would place a price on carbon and invest the revenue in infrastructure. The bill, co-sponsored by Democrats in California, calls for a tax of $35 per metric ton of carbon dioxide emissions starting in 2021 with rates increasing cumulatively thereafter.
