California Gov. Jerry Brown says California and the European Union will discuss the possibility of creating a common carbon market to cut greenhouse gas emissions, and that it may include China and other countries. Having Brown involved in the talks “shows there is a strong commitment from the U.S.,” said European Parliament President Antonio Tajani.
