The Canadian government says it would cover costs of delays in building a controversial tar sands pipeline, which raises the possibility that the government could be propping up a project that hardly anyone wants. The Trans Mountain pipeline has been stalled because of political opposition in British Columbia, and developer Kinder Morgan is considering abandoning the plan. This leaves Canadian Prime Minister Justin Trudeau in a difficult position.
