Sen. Kamala Harris (D-Calif.) and Rep. Alexandria Ocasio-Cortez (D-N.Y.) proposed draft legislation aimed at ensuring that climate change plans benefit low-income communities. The plan follows Washington Gov. Jay Inslee’s release of the final piece his climate plan, which would set federal policies to prioritize low-income areas and communities of color. Harris and Inslee will both participate in the Democratic presidential debates this week.
