Prime Minister Justice Trudeau has sought to strike a balance between supporting Canada’s oil and gas sector and slashing greenhouse gas emissions. “I think they would have been happy to let Keystone die because of the U.S. and not have to pay the political costs for its approval,” said Matthew Hoffmann, co-director of the Munk School’s Environmental Governance Lab.
