The UN’s International Civil Aviation Organization is approving standards for measuring how much airlines need to reduce the growth of their greenhouse gas emissions. Environmentalists call it a significant step, but they are wary of allowing airlines to buy credits to offset emissions and about a change that could slow the use of biofuels.
