For about a decade, two of Texas’ top universities have pushed dueling plans to protect the Houston region from hurricanes. One calls for installing beachfront sand dunes and massive storm surge barrier gates, won’t become reality for at least 15 years. Rice University is now proposing a plan for a park and storm gate that is says would be cheaper and offer more protection.
