Meridian Energy Group says it has begun preparing the construction site for an oil refinery three miles from Theodore Roosevelt National Park in North Dakota. The project faces opposition on several fronts, including a lawsuit by environmental groups. Construction of the $800 million refinery is scheduled to begin next year, with plans to open in 2020.
