European Union negotiators have agreed to a compromise on carbon market reforms. The cap-and-trade system has been stuck in limbo over the uses of a new clean technology fund. Negotiators agreed that coal-fired power plants and other operations with high emissions will not be allowed to receive funds, with a few exceptions.
