A federal appeals court has temporarily blocked an EPA decision to allow more heavy-polluting “glider trucks” on the road. It was former Administrator Scott Pruitt’s final act before leaving office amid scandals. The refurbished trucks emit much more particulate matter and nitrogen oxides than new trucks.
