In his first Congressional testimony since taking over the EPA’s leadership, Andrew Wheeler reassured lawmakers that the scandal-scarred agency is getting a fresh start. Also, he clearly signaled he will pursue the course of his predecessor, Scott Pruitt. There was almost no mention of climate change or Wheeler’s fossil-fuel ties from his time as a lobbyist.
