Steven Gardner, Trump’s choice to head the Office of Surface Mining Reclamation and Enforcement, has been a vocal critical of the agency he may be tasked to lead. At one point, his engineering firm produced a report for the agency on the proposed Stream Protection Rule that officials described as “nonsensical” and “junk” and led to the office cutting ties with his firm.
