When floodwaters inundated Louis Byford’s home for the fourth time in March 2019, he didn’t care if people thought he was crazy for rebuilding. “I don’t have any desire to be located anywhere else but right here,” said Byford, who has lived in Corning, Missouri, for nearly 50 years.
