Attorneys argued over Keystone XL in U.S. District Court in Great Falls, the latest venue in a long-running attempt by environmental advocates to slow or stop the pipeline, which would carry tar sands oil from Alberta to the U.S. Construction could begin early next year if the court rejects arguments that the plan needs additional review.
