Can the owner of a tar sands pipeline be a climate change champion? Canadian Prime Minister Justin Trudeau is, improbably, trying to make that case as the government prepares to buy Kinder Morgan’s Trans Mountain pipeline. The problem is that expanding production of Alberta’s tar sands collides head on with Canada’s climate commitments.
