The Trump administration is proposing a replacement for the Clean Power Plan that would do far less to reduce greenhouse gases, according to a partial draft obtained by Politico. The draft suggests the proposal would allow states to opt out and could prevent a future president from quickly regulating power sector greenhouse gases.
