As the tail end of one of the most active hurricane seasons on record nears and another major hurricane bears down on the Gulf Coast, Florida’s Miami-Dade County appears once again poised to emerge unscathed. But housing advocates have long feared that the city is one hurricane away from disaster, with nearly all of the county’s 30-year-old housing at serious risk of storm damage.
